If you have no experience working in an environmental job or at an environmental organization one idea would be to volunteer for an environmental non-profit in your area to gain some experience not only for your resume but also to learn how environmental non-profits work and to conceivably get a paid position there.
Once you have this volunteer experience, you can describe it on your resume and in your cover letter. Rather than using a chronological resume, I suggest you use a functional resume where you describe your skills which are applicable to an environmental job as well as a social work position. After you describe your Skills and Abilities you simply list your major jobs and dates on one line each in reverse order, most recent first. Put your volunteer experience first, of course.
